I also note that “Contributors are encouraged to contact the magazine Editor-in-Chief before submitting their articles to inquire whether their prospective submission is within the scope of the magazine.”

 

As Ivor Catt, the subject of your article “Catt’s Anomaly”, now at http://www.ivorcatt.co.uk/x54c.pdf , IEEE Antennas and Propagation Magazine, Vol. 54, No. 6, December 2012 , by massimiliano.pieraccini@unifi .it; stefano.selleri@unifi .it , I need guidance from you.

 

Please advise me as to what extent you will allow  me to publish comment on this article.  Will there be a limit on the length of  my comments? Will you limit me to pointing out factual errors, or will you also allow me to point out misrepresentations in the article? For examples of misrepresentation, the subject of the IEEE article has never been called “Catt’s Anomaly”, and for more than a decade has consistently been called “The Catt Question”. Also, where has Catt ever said that “in his opinion, electric charge doesn’t exist!”. The article mixes up Catt theory with Catt questions about classical theory. The distinction is made clear here and elsewhere; http://www.ivorcatt.co.uk/99ocattq.htm . This is in spite of the fact that your authors have obviously studied my work a great deal.

 

Until this article, nothing on “The Catt Question” has ever been published in a peer reviewed journal. “The Catt Question” was first published elsewhere in 1982.   It is at http://www.ivorcatt.co.uk/cattq.htm . I put it in a self-published book in 1996/2001. http://www.ivorcatt.co.uk/28anom.htm . This book does not contain any Catt theory, but is a question about classical theory, and publishes the contradictory answers by experts.

 

One of the authors, Massimiliano Pieraccini , did not reply to my email, although I admit that so far I have only tried once. I am sending this email to the authors.

Thank you for contacting me. In the Cc: list of this email you will find the authors of the article you had referenced (Drs. Pieraccini and Selleri, whom you had also copied on your email), the AP Magazine Editor-in-Chief at the time the article was published (Dr. Ross Stone), and the Associate Editor of the Historical Corner (Dr. Pelosi) under whose column the article appeared.

 

The Magazine does provide a forum for publishing comments. Here are the procedures and bounding parameters that I request:

1. Length of the Comments to be limited to one printed page.

2. Contents of the Comments to be focused on pointing out factual errors, if any.

3. Comments to be sent to me; I will then forward your comments to the authors and allow them a period of 3 weeks to submit a response (also limited to one page) that would appear concurrently with your comments. You and the authors may wish to confer before your comments and their responses are finalized. Time to respond may be extended if required.

4. I reserve the right to edit/moderate the contributions of both sides.

 

I invite Dr. Ross Stone to express his views on the above process as well, due to his higher degree of familiarity with the article in question, since the article was published while he was at the helm of the Magazine.
